    Ms. Hong Miller currently serves as the Chief Human Capital Officer for Army Futures Command in Austin, TX.  She has worked in Human Resources management across the Department of Defense for over 35 years, leading strategic human resource management, developing and implementing employment and compensation policy, conducting workforce shaping through major resource reductions and reorganizations, and delivering operational human resource functions. 

    She will share her perspective on garnering value through strategic HR management.  HR leaders must shift from the mindset of transactional service providers to strategic partners.  Operating on the principle that people are the foundation of every organization, HR’s role of strategically managing people programs is pertinent to organizational success.

    Angela Hendrix, JD, is the Founder and President of The Onsi Group, Inc., a leading compliance solutions company based in San Antonio, Texas. With a distinguished legal background and over two decades of experience, Angela has established herself as a trusted authority in government contracting compliance, impacting more than 300 contractors nationwide.

    Angela began her legal career as a litigator in private practice, successfully conducting jury trials in both federal and state courts on behalf of corporate and insurance clients. She then transitioned to Blue Cross and Blue Shield of Oklahoma, where she managed all litigation and provided legal support for the organization’s third-party administration systems.

    A proud member of the Choctaw Nation of Oklahoma, Angela later moved into the federal government contracting sector, serving as General Counsel for Choctaw Management Services Enterprise (CMSE). In this role, she successfully navigated several U.S. Department of Labor investigations, as well as a California Labor Commission investigation. She continued her work in federal contracting as General Counsel for TerraHealth, Inc., where she played a pivotal role in a Department of Labor prevailing wage compliance audit and secured critical wage price adjustments for all Service Contract Act (SCA) contracts.

    EXPERIENCE AND EXPERTISE

    In 2009, Angela founded the Onsi Group with a clear vision: to provide federal contractors with expert guidance and support to ensure compliance and competitiveness in a complex regulatory environment. Under her leadership, the company has grown into a comprehensive service provider, offering consulting, auditing, and trust administration & hour bank services. The Onsi Group is renowned for delivering turn-key solutions that ensure contractors meet prevailing wage and fringe benefit requirements, while upholding the company’s mission of “Partnering to Achieve Peace of Mind.”

    Angela has conducted numerous seminars on compliance with the Service Contract Act (SCA) and Davis-Bacon Act (DBA). She is also a recognized speaker on topics such as SBA 8(a) compliance, tribally owned enterprises, and government contracting challenges. Her expertise has made her a sought-after consultant for federal contractors facing compliance audits, investigations, and prevailing wage disputes.

    One of Angela’s most recent accomplishments includes her role as an SCA Subject Matter Expert in a legal battle involving complex interpretations of the SCA and Executive Order 13706 (Paid Sick Leave). Her testimony and deep understanding of the issues helped her client prevail, setting an important precedent for contractors navigating these regulations.
